Governments on all levels continue to shop for reasons to deny records requests. Court rulings continue to go against those seeking to look behind the government curtain.<\/p><\/blockquote>\n<p>Ludlow&#8217;s <a title=\"State government turning out the lights on information\" href=\"http:\/\/http:\/\/www.dispatch.com\/content\/stories\/local\/2013\/03\/10\/government-turning-out-the-lights-on-information.html\">Sunday story <\/a>goes into more depth on the issue.<\/p>\n<p>David Marburger, an attorney with Baker Hostetler\u2019s Cleveland office and a noted authority on First Amendment law, called on the state to correct problems in open-records law in an <a title=\"David Marburger commentary: Information kept by our government should be presumed open to public\" href=\"http:\/\/www.dispatch.com\/content\/stories\/editorials\/2013\/03\/10\/information-kept-by-our-government-should-be-presumed-open-to-public.html\">op-ed piece<\/a> this week.<\/p>\n<p>Here are
