The meetings long were open and covered by local media and the student press at OWU.<\/li>\n\n\n\n<li><strong>2015 \u2013 Ohio Rep. Jim Buchy,<\/strong>&nbsp;R-Greenville, primary sponsor of House Bill 663, called \u201cOhio\u2019s Secret Execution Bill.\u201d<\/li>\n\n\n\n<li><strong>2014 \u2013 Columbus City Schools,<\/strong>&nbsp;for its attempt to shield the press and public from its data-scrubbing scandal and its use of \u201cpolicy governance\u201d to keep staff and board members from speaking freely to the press and public.<\/li>\n\n\n\n<li><strong>2013 \u2013 JobsOhio,<\/strong>&nbsp;which has been a challenge for reporters and a target for critics who feel it\u2019s the black hole of state government, with state money going toward it without public knowledge or real transparency.<\/li>\n\n\n\n<li><strong>2012<\/strong>&nbsp;<strong>\u2013 <\/strong>No award<\/li>\n\n\n\n<li><strong>2011<\/strong>&nbsp;<strong>\u2013 <\/strong>No award<\/li>\n\n\n\n<li><strong>2010 \u2013 Ohio University,<\/strong>&nbsp;which failed to open meetings of its Budget Planning Council \u2014 which recommends how to spend tax and tuition dollars \u2014 despite an ongoing campaign by&nbsp;<em>The Post<\/em>, the campus\u2019 independent student newspaper.<\/li>\n\n\n\n<li><strong>2009 \u2013 Olentangy Local Schools Board of Education<\/strong><\/li>\n\n\n\n<li><strong>2008 \u2013 Ohio Department of Education<\/strong><\/li>\n\n\n\n<li><strong>2007 \u2013 Ohio Supreme Court Justices Paul Pfeifer, Judith Ann Lanzinger, Terrence O\u2019Donnell, Evelyn Lundberg Stratton and Alice Robie Resnick<\/strong><\/li>\n\n\n\n<li><strong>2006 \u2013 The Ohio Supreme Court,<\/strong>&nbsp;for a series of decisions that weakened Ohio\u2019s Open Records law. Particularly onerous was the court\u2019s decision to recognize \u201cexecutive privilege\u201d for the Ohio governor\u2019s office in&nbsp;<em>Dann v. Taft<\/em>. This exception is not in the state\u2019s Open Records statutes or the Ohio Constitution. In other record-shielding decisions, the court has blocked newspaper access to photographs of police officers and to the home addresses of state employees \u2014 both longstanding public documents.<\/li>\n\n\n\n<li><strong>2005 \u2013 Sen. Larry Mumper<\/strong>, R-Marion, for sponsoring the \u201cAcademic Bill of Rights\u201d to limit what professors can say in the classroom;&nbsp;<strong>Jacqueline Piar,<\/strong>&nbsp;superintendent of Northridge Local Schools, for dismissing the high school principal, sending public records out of the county to shield them from view and asking the Licking County sheriff to drop a criminal investigation.<\/li>\n\n\n\n<li><strong>2004 \u2013 Ohio Consumers\u2019 Counsel Robert S. Tongren,&nbsp;<\/strong>for destroying a $579,000 consultants\u2019 report to hide it from public scrutiny.<\/li>\n\n\n\n<li><strong>2003 \u2013 Village of New Rome,<\/strong>&nbsp;for refusing to provide documents showing how money was spent or how some officials came to occupy their offices.<\/li>\n\n\n\n<li><strong>2002 \u2013 The Ohio Historical Society,<\/strong>&nbsp;for refusing to follow Ohio laws regarding open meetings or public records, even though it received 75 percent of its annual funding from taxpayers, and keeping executive salaries secret.<\/li>\n\n\n\n<li><strong>2001 \u2013 Judge Thomas E. Louden of Delaware County Juvenile Court,&nbsp;<\/strong>who was sued by The Columbus Dispatch when he improperly closed a detention hearing and posted deputy sheriffs at the doors of the Delaware County Courthouse to keep the media out of the building.<\/li>\n<\/ul>\n<\/details>\n\n\n\n<h3 class=\"wp-block-heading\">Ohio Journalism Historic Site Award<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The award is presented by the Central Ohio Chapter and the E.W.
